What happened

Between 3:50 and 4:00 pm, a witness used a camcorder to film a black dot moving about in a cloudy sky. When they zoomed in strongly, a dark object came into view. Watching the footage strongly suggested the movement of a helium balloon.

The direction in which the object travelled matched a south-easterly wind. GEIPAN rated the case as having low strangeness and medium consistency. It concluded that the witness had almost certainly mistaken a helium-filled party balloon for something unusual, and classified the case as A, meaning identified.
