What happened

The report was collected in February 2016 and concerned an observation made in the second half of September 2015. The witness did not know the day of the month, so the date used in the file is arbitrary. The witness was on a boat moored at a quay, looking through an open skylight, when they noticed a moving point of light in the sky. It stopped suddenly, then set off again very quickly, so that it climbed in a series of steps, like a staircase. It was at very high altitude. No other witness account was obtained.

According to GEIPAN, what was described may seem strange, but similar accounts have already been reported to it. They can be explained by one or more phenomena acting together, such as satellites moving in and out of visibility, or the autokinetic effect, a visual illusion of movement. Without a precise date, the investigation could not go further. GEIPAN therefore classified the case as C, for insufficient information.
