What happened

The witness reported the sighting in October 2014, although it had taken place much earlier, in June or July 2011. The exact day was unknown and even the month was uncertain. At around 6:30 pm, they had noticed a cluster of black balls in the sky, very blurry in appearance. The cluster was flying fairly low, no higher than 1,000 m, and seemed to rotate on itself.

According to GEIPAN, this description is entirely consistent with a bunch of balloons, probably released by accident. Only the blurred outline could seem surprising, but a hazy atmosphere or slight glare from backlighting is enough to produce that effect. Because the precise date was unknown, GEIPAN could not carry out the checks normally done for this kind of phenomenon: comparing the movement with the local wind, and looking for whoever might have released the balloons or for other witnesses.
